The governor (May 11) appointed Highland Park [Dallas County] ISD seventh grade math teacher Jean Streepey and Julia Moore of Pflugerville (the founder of a public relations firm) as new SBEC board members, for terms expiring Feb. 1, 2025.

CPE Revisions
The board gave final approval to revisions mandated by several bills that became law last session that added to the subjects that must be included in the continuing professional education (CPE) that educators are required to complete prior to their certification renewals.
No changes were made from what is printed in the agenda (webcast Item 6).
The additional topics largely reflect interest by legislators in ensuring that educators receive training in addressing human trafficking, student mental health, teen suicide and school shootings.
The revisions add CPE training requirements for:
- Teachers, counselors and principals: Mental health and substance abuse.
- Superintendents: Sexual abuse, human trafficking and other maltreatment of children.
An educator won’t have to complete any CPE requirements that were added within a year of the educator’s next certification renewal date under another provision included in the rule.
Other parts of the adopted rule prohibit student loan defaults from being used as a reason to deny educator certification — and streamline and modernize outdated provisions related to fingerprinting.
The adopted rule, unless vetoed by the State Board of Education on July 2, has a target effective date of Aug. 6.
Tentatively approved
The board adopted, for public comment, proposed rules that:
- Begin the implementation process for HB3’s mandate that all educators who teach any grade from PK to 6 demonstrate proficiency in the science of teaching reading on a certification exam beginning Jan. 1, 2021. agenda items 9 and 10 (webcast).Note: This was also a discussion item (agenda/webcast-click Item 15)
- Specify new standards for the Special Education and Bilingual Spanish certifications, and the DeafBlind supplemental certification. agenda/webcast-click Item 11.
Final adoption for the rules is set for the July 24 SBEC meeting, when oral testimony and written comments will be accepted.
Other Activity — The Board:
- Denied four petitions for SBEC rule changes filed by an ed-prep director. (agenda/webcast-click Item 12)
- Received an update on the voluntary closure (in lieu of forced closure by SBEC) of the Training via E-Learning Alternative Certification Preparation Program. (agenda/webcast-click Item 17)
