“Paused” EPP Accountability Ratings Proposal
TEA staff discussed with SBEC's board a proposal to modify criteria for assigning ratings to educator preparation programs (EPP) — including a coronavirus-related recommendation to put on “pause” for a year the assignment of ratings to EPPs.

The TEA proposal would assign 2019-20 Accountability System for Educator Preparation (ASEP) ratings of “Not Rated — Declared State of Disaster” to EPPs (the same ratings label the TEA is assigning to all ISDs, charter districts and their campuses this school year due to COVID-19).
TEA staff said the EPP ratings pause is needed due to the school closures, the cancellation of certification testing dates and opportunities, and the elimination of the Spring 2020 ASEP-indicator surveys of principals on how well their beginning teachers were prepared by the teachers’ EPPs and how well beginning teachers believed their EPPs prepared them for teaching.
EPPs, under the TEA’s proposal, would still receive complete-as-possible ratings for informational purposes, but the ratings would not be used for accountability purposes.
The proposal is scheduled to be presented to SBEC’s board in July to begin the formal rule making process, and will be included in a package of other proposed ASEP rule changes.
One of the changes would finally implement the long-standing requirement in state law to make the academic performance of the students taught by beginning teachers be used as an ASEP indicator in rating the EPP that trained the teacher.
