Proposed New 19 TAC Chapter 61, School Districts, Subchapter AA, Commissioner's Rules on School Finance, §61.1017, Maintenance of Effort and Equity for Federal Money Related to the COVID-19 Pandemic Summary: The proposed new section would define the data sources the Texas Education Agency will use in calculating the increased funding authorized under Texas Education Code, §48.281, and establish limitations.

Proposed Amendment to 19 TAC Chapter 151, Commissioner's Rules Concerning Passing Standards for Educator Certification Examinations, §151.1001, Passing Standards

Summary: The proposed amendment would specify the satisfactory scores for the Languages Other Than English: Spanish educator certification examination on or after January 9, 2023. Publication in the Texas Register: September 9, 2022

Approved Rules:
Adopted Amendment to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter C, Adoptions By Reference, §109.41, Financial Accountability System Resource Guide Summary: The amendment adopts by reference the uåpdated Financial Accountability System Resource Guide (FASRG), Version 18.0.

The FASRG provides accounting rules for school districts, open-enrollment charter schools, and education service centers. No changes were made to the rule since published as proposed; however, the FASRG adopted by reference in the rule includes changes to Module 1, Module 1 Appendices, and Module 5 at adoption.

Effective Date: September 13, 2022


Adopted Amendment to 19 TAC Chapter 100, Charters, Subchapter AA, Commissioner's Rules Concerning Open-Enrollment Charter Schools, Division 1, General Provisions, §100.1010, Performance Frameworks

Summary: The amendment adopts in rule the 2021 Charter School Performance Framework (CSPF) Manual, which is updated to comply with statutory provisions and clarify the operation of the CSPF to rate the performance of open-enrollment charter schools in Texas. The amendment was adopted without changes since published as proposed.

Effective Date: September 6, 2022
