Ex-Superintendent Gets 2-Year Prison Term

A judge in Montgomery County sentenced (April 28) former New Caney ISD superintendent Kenn Franklin to a two-year prison term after he pled guilty to a charge of aggregated theft by a public servant for submitting $5,600 in falsified travel expense vouchers to the district.

The charge is a third degree felony that carries a sentencing range of two to 10 years in prison. In exchange for pleading guilty, a second charge of tampering with a government record was dropped.

Franklin resigned as NCISD’s superintendent of 12 years after he was arrested last November following a three-month investigation that included involvement by the Texas Rangers.

Houston-area media reported that arrest warrant records concluded that travel reimbursement vouchers submitted by Franklin for 31 trips between November 2019 and October 2020 were inconsistent with phone, toll road and other records. In one reported instance, Franklin reportedly turned in a travel expense voucher for an out-of-town trip for a time when a Texas Ranger saw him barbecuing at his home. more details here
