Ed-Prep Entities Assigned Accountability Ratings
The board assigned 2018-19 Accountability System for Educator Preparation (ASEP) ratings for the state’s 128 ed-prep programs (EPPs).

The vast majority of programs (80 [63%]) were rated Accredited, another 27 (21%) were rated Accredited Warned, and 21 (16%) were rated Accredited Probation. None were rated Accredited Revoked. These counts include changes that were made to correct errors from the information contained in the printed agenda.
Two Programs are Shutting Down
One of the Accredited entities — Intern Teacher ACP in Houston — is voluntarily shutting down (agenda 11) as of Aug. 31, 2020, under a settlement agreement approved by the board in a separate agenda item. TEA staff said the program’s founder elected to close the program, and retire, due to administrative rule compliance issues that would have otherwise resulted in an exhaustive SBEC review process, including an on-site visit. About 37 students are currently enrolled in the program, staff said.
This is the second ed-prep program that will close as of Aug. 31. The board, in
“If They Don’t Improve”
The following programs are in their second year of being rated Accredited Probation (the lowest ASEP rating above Revoked) and could face revocation proceedings if they don’t improve in next year’s round of ratings: 1) Region 1 (Edinburg) Education Service Center (ESC), 2) Sul Ross State University-Rio Grande and 3) Training via E-Learning: An Alternative Certification Hybrid (T.E.A.C.H.).
Also, the following programs, due to having two consecutive years of failing ratings for specific certification programs they offer, could have their ability to continue to offer the specific program revoked if there’s no improvement next year. They are (with their two-time ASEP failing certification fields):
- Core Subjects EC-6: 1) McLennan Community College, 2) TeacherBuilder.com, 3) Texas A&M University-Kingsville and 4) UT Rio Grande Valley.
- Business & Finance 6-12: 1) A+ Texas Teachers and 2) Region 13 (Austin) ESC.
- Languages Other than English (Spanish) & Science 4-8: Web Centric ACP.
In related action, the board issued commendations (agenda 9 and 10) to numerous ed-prep programs in several categories — such as (for example) for programs that have high percentages of their teachers who are employed in rural schools.
Last minute corrections (corrected document) to the commendations list were also made from the info printed in the agenda.
