  • Appraisal district boards (KP-0287) — A court would likely conclude that a system that has been used by Hood County taxing entities to elect the county’s appraisal district board members since 1988 was invalidated by the passage of a state law in 2007. Requested by the Hood County attorney on behalf of Granbury ISD.

Requested Opinion:
  • Bilingual certification (RQ-0329-KP) — Seeking to clarify a state budget provision (Rider 52) for tuition assistance grants to encourage public university students to become certified to teach bilingual ed, English as a second language and/or Spanish in school districts with “high critical needs.” — Requested by the Texas higher education commissioner.
