The most recent guidance for
Gifted/Talented Education has been released on the COVID-19 Special Populations Webpage. You will find guidance pertaining to each section of the State Plan, pertaining to the following:- Covers the identification and assessment process in either the in-person or remote learning environment.
- The fidelity of services section goes over that school districts are still expected to comply with the G/T accountability standards and monitor the effectiveness of assessment and services for G/T students.
- Reviews the different service options with in-person and remote instruction.
- In the considerations from the field section, Meredith Austin of Humble ISD, member of the Commissioner’s Advisory Council for G/T Education, reflects on some of her positives and lessons learned while providing gifted education during a pandemic.
- Tips for how to support G/T educators with their professional learning.
- Tips for how to engage with students’ families around G/T program options.

University of North Texas G/T Study Survey
University of Texas Study of Gifted Education Practices
The 2019-2020 academic school year was one of change for both schools and gifted/talented education in Texas.
The University of North Texas is working to catalogue district-level changes to gifted education practices following the passage of Texas House Bill 3 and school closures stemming from COVID-19.
We are in the second year of data collection and will use your responses as evidence to inform state-level decision making.
Our goal is to document any changes to gifted education practice in the state between the 2019-2020 and 2024-2025 academic year.
Please take a little time to fill out our survey and contribute to our documentation of gifted education in Texas following the passage of HB 3. It is critical that a record of any changes be maintained, and we appreciate your contribution.
