Proposed TEA Rules

The following rule action was filed with the Texas Register for publication in the May 29, 2020 issue:
 
Proposed New 19 TAC Chapter 103, Health and Safety, Subchapter CC, Commissioner's Rules Concerning School Safety and Discipline, §103.1209, Mandatory School Drills
Summary: The proposed new rule would implement Senate Bill 11, 86th Legislative Session, 2019, which mandated the adoption of procedures for evacuating school property and designation of the number and type of school drills.
Publication in the Texas Register: May 29, 2020
Public Comment Period: May 29, 2020-July 13, 2020. A form for submitting public comments is available on the proposed commissioner of education rules web page.
Proposed Effective Date: September 28, 2020

The following rule action was filed with the Texas Register for publication in the June 5, 2020 issue:
 
Adopted Review of 19 TAC Chapter 76. Texas Education Agency (TEA) adopts the review of 19 TAC Chapter 76, Extracurricular Activities, Subchapter AA, Commissioner's Rules, pursuant to Texas Government Code, §2001.039.
Summary: TEA finds that the reasons for adopting §76.1001 continue to exist and readopts the rule. TEA finds that the reasons do not continue to exist for §76.1003, Extracurricular Athletic Activity Safety Training Requirements. Senate Bill 1376, 86th Texas Legislature, 2019, amended Texas Education Code, §33.202, to transfer authority for the rule from the commissioner of education to the University Interscholastic League. At a later date, TEA plans to repeal §76.1003. TEA received no comments related to the review of Subchapter AA.
