Proposed Amendment to 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter AA, Commissioner's Rules Concerning Financial Accountability, §109.1001, Financial Accountability Ratings
Summary: The proposed amendment would update financial accountability rating information and rating worksheets for school districts and open-enrollment charter schools.

Proposed New 19 TAC Chapter 150, Commissioner's Rules Concerning Educator Appraisal, Subchapter AA, Teacher Appraisal, §150.1012, Local Optional Teacher Designation System, and §150.1013, National Board for Professional Teaching Standards
Summary: The proposed new rules would implement Texas Education Code, §21.3521 and §48.112, by establishing rules for teacher designation.

Proposed Revisions to 19 TAC Chapter 62, Commissioner's Rules Concerning the Equalized Wealth Level
Summary: The proposed repeal of 19 TAC §62.1071 would remove outdated provisions. The proposed amendment to 19 TAC §62.1072 would implement House Bill 3, 86th Texas Legislature, 2019, by adopting as part of the Texas Administrative Code new manuals that describe the processes and procedures that Texas Education Agency will use in the administration of the provisions of Texas Education Code (TEC), Chapter 49, and the fiscal, procedural, and administrative requirements that must be met by school districts subject to TEC, Chapter 49.

Proposed Amendment to 19 TAC Chapter 61, School Districts, Subchapter BB, Commissioner's Rules on Reporting Requirements, §61.1027, Report on the Number of Disadvantaged Students
Summary: The proposed amendment would implement changes made by House Bill 3, 86th Texas Legislature, 2019, by incorporating additional methods to determine a student's eligibility for state compensatory education funding.

Adopted TEA Rules
Adopted New 19 TAC Chapter 61, School Districts, Subchapter AA, Commissioner's Rules on School Finance, §61.1000, Maximum Compressed Tax Rate Calculation and Data Collection
Summary: The adopted new rule reflects changes made by House Bill 3, 86th Texas Legislature, 2019, by explaining how Texas Education Agency will collect data and calculate and make available maximum tier one tax rates using local property values. The new rule was adopted with changes since published as proposed.
Effective Date: April 15, 2020
Adopted Revisions to 19 TAC Chapter 89, Adaptations for Special Populations, Subchapter BB, Commissioner's Rules Concerning State Plan for Educating English Language Learners
Summary: The adopted revisions update the rules to use more current terminology, provide clarifications, make technical edits, and remove outdated provisions. Section 89.1215 and §89.1240 were adopted with changes since published as proposed. All other sections were adoption without changes since published as proposed.
